The bill would require Covered Manufacturers to determine or estimate a device user’s age at the time of device activation, or through Operating System (OS) updates for devices sold prior to the effective date. When a user attempts to access a website, application, application store, or online service that requires age verification, the user’s operating system would share a user’s verification status through a secure application programming interface (API).

When a website, application, or online service makes available a substantial portion of mature content, it shall:

  • Recognize and receive digital age signals and block access if an age signal is received indicating a user is under eighteen years of age.
  • Provide a disclaimer that the website, application, or online service contains mature content; and
  • Label the website, application, or online service as restricted to adults.
