MO HB 1839 would turn Missouri’s existing age verification regulation into a law with harsher penalties.

Differences from the current regulation:

  • increased penalties include adding a fine of up to $250k if a minor is able to access “material harmful to minors.”
  • applies to websites only (removes concept of self-contained segments of websites and apps)
  • the knowledge standard is lowered from "knowing or with reckless disregard” to "knowingly and intentionally”.
  • age verification must be performed by a third-party entity
  • does not allow for entities to propose alternative AV methods if they can prove equal effectiveness to the AG
