Bill requires websites containing at least 33.33% content "harmful to minors" to age verify users by using a digitized identification card, commercially available database or aggregate of databases that is regularly used by government agencies and businesses for the purpose of age and identity verification, or any commercially reasonable method. Violations are subject to private lawsuits for damages.
