This bill applies to large app store providers (5 million+ U.S. users) and their developers. It requires app stores to verify user age, obtain verifiable parental consent for any app or in-app purchases by minors under 18, and give parents control over filters, time limits, and app access. Apps and stores must clearly display age ratings and developers must use platform signals to confirm age and consent.
The Federal Trade Commission will enforce the law as a consumer protection regulation. Penalties for violations range from $250 to $1,000 per user, with maximum fines reaching $4 billion per violation. The bill preempts similar state laws and takes effect one year after passage.
