Age verification mandate. Relevant features:

  • Enforcement: civil fines
    • Violators must be sent 45-day notice to fix issues
    • If noncompliance continues, the state may file a civil action, with fines of up to $10,000 per violation
  • Age verification mechanisms allowed:
    • digital ID
    • government ID
    • transactional data
  • Requires sites with less than 33.33% “material harmful to minors” to block access to that content if age verification indicates a user is a minor and provide a disclaimer to adult users before displaying the content.
