MO HB 1878 would conflict with Missouri’s existing age verification regulation by creating a new law that allows for more age verification methods (”any…commercially reasonable method of age and identity verification”) and creates a private right of action for individuals to sue websites for damages resulting from a minor accessing the material.

It also invokes a Missouri Emergency Clause that would make it effective as soon as it passes because “immediate action is necessary to protect the safety of children.”
